Since you can be given a big fine for it, it’s not like they said they’re completely OK with it… They’ve done the same thing with public urination here in NYC. People think it’s legal now, but they will fine you for it. They’re just taking a load off the court system.

I don’t think it will be contenders for the local strip club amateur night that will be masturbating in public; more likely mentally ill homeless people that really need help (and that you really don’t want to see masturbating in public).
