New 2257 Regs Effective Date?

Does anyone know when the newest 2257 regulations actually take effect? I’m referring to the latest ones discussed here by Paul Cambria:

Never mind, I just found it. Jan. 17, 2009 appears to be the date.

If I’m not mistaken, it was 90 days after publication, which would be March 17th. I am reasonably confident, because I think that’s the date Larry Walters gave in a recent podcast on the subject.
